Our government is totally corrupt and bribery by many names is a daily thing in all political levels. It is "legal" because the thieves make the rules and only the thieves can do anything about it. Just vote all incumbents out!
i think it's human nature to make those kinds of offers. it happens in politics, it happens in business, it happens everywhere all the time. i'd prefer everything was based on merit but that's not the way it is in reality.
