What is a general timeline of legislation when going from House Resolution till enacted in law?

The process is well documented, so I'm wondering in general how long each of the stages take. I'm concerned specifically with HR 5038 or S.2305, Voter Caging Prohibition Act, as it applies to the '08 election.What is a general timeline of legislation when going from House Resolution till enacted in law?
It depends on who is pushing the bill and who is against it.



Often they don't like voting against a popular bill and just let it die in committee.
