Evaluate the nature of legislation relating to powers and accountability of the police?

please could someone help me this is one of my essay titles. i have trouble answering it. help!Evaluate the nature of legislation relating to powers and accountability of the police?
The word "nature" is what is causing you trouble. That is the fault of your non-lawyer teacher that crafted this question.

So, undo his/her lack of skill, by taking the question apart from the ending to the front.

S/he want you to look at legislation that (does what?) as it pertaions to police powers.

Is the legislation "affirmitive" or "prohibitory"? Said another way, are police powers assumed until regulated? or are they regulated in order to provdie the police power?

take one or two "regulations" or acts that police engage in and find out , how in your state they are allowed to do that act.

examples

why are they allowed to carry firearms?

when are they allowed to shoot to kill?

or more simple: is there state law ( legislation) that created any "review boards" or oversight when police are accused of wrongdoing ( notice the word "accountibility" int he question)

Did you know that unless there is a state law requiring officers to answer a 911 call, they do not HAVE to go on a call? If the person then dies because the cops did not go, are they accountible? (not in my state, what about yours? should there be a law?)
