I have this project I have to do for school in one of my classes. We have to pick a topic and write a proposal for legislation on it. Only problem is I have no clue what that is! Anybody who could explain or give links will have a good chance at best answer!What is a proposal for legislation?

Do you see something wrong in your community that the govt could help with? Not everything can be cured by a law, but there are lots of things that can be. For example, currently most places have a definition of adequate animal care that involves having a decent shelter and food and water. That's it. A dog could be left on a chain 24 hours a day and only see a human once a day when they feed him. They might have to live on feces that isn't picked up. They might not ever get any exercise. What are the cruelty laws in your area? Should they be a bit stricter - for example, involve a minimum amount of exercise, or a rule that a dog can only be on a chain so many hours a day? At the very least that would prompt people to put up fences or pens which while not a great improvement are certainly far more comfortable for the dog.
