Have to say I haven't heard of this one. Sounds like one of the 'deficit reduction' ideas that the congress is trying to sneak through. I wouldn't doubt that our elected representatives would like to sneak this one through. Public safety is always one of the first things on the chopping block during times financial difficulty.
