Can we really have bipartisan legislation?

I can't say that the Republicans are actually conservative. However, the people that I vote for at least say that they are for a small government, which entails the abolition of certain federal departments and deregulation. The Democrats all push for an expansion of the federal government, greater authority, and entitlement programs. My question is, is truly bipartisan legislation a pipe dream in most areas? Isn't it more of a battle between two contrary ideologies? If so, how can there be compromise?Can we really have bipartisan legislation?
There is trouble with bi-partisanship in that the voters want both social programs (social security, Medicare) and low-taxes.

This means that both sides are actually very popular and can't really come together because both sides want the opposite thing and both sides have many supporters to put them back in office.

When there is a crisis they come together, but there really isn't any incentive for them to work together to solve problems because if they try their voters will vote them out and call them a traitor or RINO.
