Can someone outline what legislation and delegated legislation are?

I've got a Law A-level exam coming up soon and haven't touched on this subject what-so-ever. Could someone give me a hand?Can someone outline what legislation and delegated legislation are?

    Congress moves forward to pass some health care bill, most congressmen and women won't even have read the whole thing (it will be 1000's of pages). So why reject a call for a simple 3 day "wait" before the final vote once a bill is ready to move forward? What do those opposed to 3 simple days have to fear?What is wrong with a 3 day waiting period on legislation?

    Do you think they will really read it just because they have the time to? I don't. I think they are against the wait because A) it takes away the excuse that they didn't have the time to read it(which is BS, because they can delay Bills if they really wanted OR could vote no) B) they want to force things through knowing they won't be read C) figure that it took long enough to get it to vote(you realize how long some bills spend in subcommittees).What is wrong with a 3 day waiting period on legislation?
    For all you know it has probably already passed. You must realize, they don't have to tell us.

    Interesting question. It's going to depend on how the bureaucrats enforce the ban, and only time will tell on that one. Personally, I think it'll be unenforceable. You can buy anything over the Internet now, you know? If people can get Cuban cigars, they can get flavored cigarettes!How will the tobacco legislation affect imports?
    Im sure she will still be able to get what ever she wants. This bill would be a joke if it wasn`t for the fact that people will still be dieing from smoking.They never wanted to stop cigarettes as the Gov. likes the new taxes they get.

    And Thank you. 99% of the country's issues are solved before they get to the president's desk for signing. the president is a figure head and sets general tone for policy. He does not run the country like people think.
    The president can veto anything that comes out, and unless you have a 75% majority you're screwed. To control congress by 51% is almost meaningless.Since Congress controls what legislation gets passed, are all the plans only posturing?

    If you don't like certain policies or attributes of McCain or Palin, they won't be able to implement many of those policies, anyway, b/c both houses of Congress are already Democratic and are projected to be more so (veto proof, and even filibuster-proof). McCain is a moderate with a known record who's pandering toward the right to get conservative votes.



    If you don't like certain policies or attributes of Obama or Biden, you're out of luck b/c, if elected, Obama and his party will control ALL THREE BRANCHES OF GOV'T with NO checks and balances. No vetoes. No filibusters. No compromise. Just passing through whatever legislation he sees fit. Obama was voted the most liberal Senator in Congress and is pandering toward the middle to get votes.



    So, when voting for the lesser of two evils, consider who can do the most damage to us. Obama clearly is that person b/c of no checks and balances. McCain's damage will be greatly limited by his Democratic opponents who dominate both houses of Congress (i.e. checks and balances).



    Power corrupts. Absolute power corrupts absolutely. McCain is more moderate and would not have absolute power. Obama is extreme left and WOULD have absolute power.



    I'm not a Republican. I'm an independent who's been around long enough to know that government and most politicians are inherently corrupt. None of them will expand our freedoms. We need to limit the damage they can do to our freedoms. The only way to limit that in this election is to vote for McCain (for whom I did NOT vote in the primaries, and about whom I'm not too crazy, but I'm reduced to voting for him now).



    Vote smart!!!



    You WANT checks and balances. They're what protect our freedoms and prevent tyranny and oppression. There's a reason our gov't was designed this way, and it was NOT for one party to gain control over everything so they can just pass whatever they want. They're supposed to be forced to compromise to prevent extremes and corruption. The first 6 years of GWB were unilaterally controlled by Republicans. An Obama presidency would yield a gov't unilaterally controlled by Democrats.



    Equally as corrupt, just in the opposite direction.

    If Obama gets to be president, they will railroad everything through Congress. That is why Obama said that it would be much easier.

    Currently, our Democratic Congress has a less than 9 percent approval rating....and that is without counting my vote.
    I suspect that the next President will have so many problems to deal with, neither will be able to implement his plans. There won't be any money for utopian schemes like national health care. Both candidates will give us Amnesty for illegal aliens, the border will remain the joke it has always been. If oil gets below $70/barrel Russia or someone in the middle east will make trouble to spread fear to get the price up.



    Lots of problems coming. The $700Billion bailout won't fix anything and in a few months we'll hear that it'll take another $700Billion to stave off disaster.



    It appears that Congress will be mostly reelected, as usual. I don't expect any significant "change" one way or the other. Well, except more Socialism. But that's not change, that's been the trend since FDR.

    We don't have time to think we have to act now! If we waste time actually reading the bill then it will be too late and Global Warming will kill us all!

    People wanted change? Here is the change they will get at my company once this "cap and trade" hits. I WILL change the thermostat to 87 in the summer and to 52 in the winter months. I am hoping this will offset the additional tax on me for "our use" (company). If not we may be forced to go as high as 90 and 50 respectively. Here your change folks!

    I would like to hear from one leftist here why it is this bill must be shoved down the throats of the citizens of this country without time for anyone to read it. Such tactics can only be defined as fascist in nature and oppressive to the citizens of this country. How else can you describe the actions of an administration who does not want any opposition to develop through information and debate? This is exactly how the so-called "stimulus" bill passed. This is also how they will legalize millions of illegal immigrants. This is quickly becoming the Modus Operandi of this administration and should send chills down the spines of all citizens. Anyone who does not see that this is right out of the writings of Karl Marx needs to start doing some reading because we are all in danger of losing our country.
    The reason why Republicans are against taxes is because it stunts economic growth. In business there is something called an opportunity cost, for example say you have a $10 bill and there are two items for $10 a piece you can only buy one item. Now take into respect when it comes to taxes you can either buy goods and services at the store which creates jobs and economic growth or the government can impose more taxes which takes money out of the economy. Thus, consumers don't spend as much money, businesses don't make as much, people lose hours or jobs, then they don't spend as much, and it just shrinks the ecnomoy as a whole.
    Get a grip, nothing is going to happen, they're all meeting in Copenhagen this year for discussions yet they bar anyone who's research is against their findings.



    We don't need this Bill as it's indirect taxation.
    Yet they wouldn't allow the amendment the GOP offered saying the program would terminate if national unemployment exceeded 15%.



    It is a job killer.

    republicans do not have the power to call a congressional meeting, and yes they propose legislation, but it is ignored, and not even debated on. Ask Harry Reid, Nancy to call Congress into session, and discuss all ideas, and not closed door ideas.
    You cannot blame ANYTHING in this congress on the Republicans. They have been voted down, shouted down, and told to sit down by the Democrats in power on every single initiative.     Republicans couldn't accomplish much since the democrats would not let them in the discussions on many of the bills. They would not let the republican bills even come to the floor.

    The word from the IRS is that our tax returns will be late this year because of Congress lack of action. We can not even file until they act. There is NO law at present. Should they be punished for this and how?What should be done to Congress for letting new tax legislation slide?
    Nothing, Bush is the one that vetoed legislation to fix the problem. Bush wants them to fix the problem in a way that will lead to deficit spending. Congress wants to fix it responsibly while Bush wants to bankrupt the country.



    Besides, you are 100% incorrect. There IS a law in place and if congress chose to not address the ATM issue, all filings can go off just like any other year. There will only be a delay if congress does fix the ATM issue because they will have to print out new forms with the correct information on them.
    Actually, bush hasn't vetoed any AMT legislation yet. That's because the republicans in the Senate keep filibustering the legislation so that it will not come to a vote.
